The Honorary Ordinance for Architects and Engineers – HOAI is a regulation for the calculation of fees for architects and civil engineers in Germany.

This plug-in is used to calculate, bid and bill HOAI projects. It implements a standard HOAI integration that can be used by as many Vertec customers as possible in the engineering and architectural industries for fee calculation.

Areas that are optionally important for different interest groups can be implemented customer-specific based on the plug-in.

Application

Overview

Creating HOAI Calculation

  1. Create a new project.
  2. Create on this project offer .
  3. Enter a phase on the offer via Neu > Projektphase .
  4. At this phase, select the HOAI year and the HOAI performance picture . If you have not entered your own phase code, the name of the performance picture will be automatically adopted as a code. Apply You can overwrite the code at any time.
  5. The description automatically applies the paragraph and the name of the performance picture. However, you can also adjust the description manually.
  6. Now insert via Neu > HOAI-Kalkulation a HOAI calculation to:

The year and the performance profile are automatically applied.

  1. Select a name (optional) and a cost determination

  1. Enter the Eligible Cost .
    These indicate the price of the construction project. They are either entered manually or determined from the specification of an object. You can do this on the project via Neu > Objekt one Create object , which can then be selected on the costing. An amount can be entered on the object for each costing stage, which is then automatically applied on the costing when the respective stage is selected on the costing.
  2. Determine the fee rate .
    The fee rate determines from-to values for the architect’s fee depending on the eligible costs and the fee zone. Intermediate rates, which are referred to in the contract, for example, as quarter or middle rates, can also be agreed.
  3. Choose a fee zone .
    The fee zone is assigned according to the planning requirements. The level of difficulty of the planning is graded from zone 1. Depending on the performance, there are 3 or 5 fee zones.
  4. The following surcharges and reductions can be applied or deducted from the deducted fee:
  • Conversion/modernization surcharge
  • Maintenance allowance
  • Repetition discount

As soon as a percentage is entered, a field appears next to it, where it is possible to select on which service phases the surcharge should be applied:

Once you have filled in all the details, the base fee for the project or phase will be phase calculated on the basis of the HOAI Panels calculated and on the 9 power phases (the quantity of phases varies depending on Performance profile ) To determine the percentage paid to each service stage. These values may be overwritten in the calculation so that the sum of the percentages differs from 100 %. It is also possible to omit service stages by deleting the percentage figure or by entering the value 0.

This amount determined in the HOAI calculation can optionally be fixed to any amount by using the field Flat rate to . A percentage or a fixed amount can be entered as ancillary costs.

If ancillary costs are specified, the flat-rate ancillary costs will be calculated on the basis of the invoiced services and as an expense of a defined Expense type NEBENKOSTEN created. If no HOAI lump sum is defined, expenses are used as usual.

The HOAI calculation must now be completed using the checkbox Aktiv on the page HOAI calculation . The corresponding service phases are displayed in the tree below the project phase.

Print HOAI calculation

The offer can now be made via Drucken > HOAI Angebot This opens a PDF document that clearly shows how the basic fee is calculated from the HOAI Table The eligible costs are presented with the chosen rate, and the agreed basic benefits are listed with the respective percentages.

Mixed calculation

Mixed costing is used when services in different fee zones are to be offered and invoiced for a service profile. For this purpose, the system settings in the project section must specify the HOAI Mischkalkulation activated.

As soon as the setting is activated, the additional field appears on the HOAI calculation Betrag anteilig .

  1. Enter in this field the amount (in euros) that falls within the fee zone of this calculation, i.e. for which proportionate amount the higher rate may be charged.
  2. In addition, create one (or more) calculations for the same phase and enter the remainder of the amount with the lower calculation, so that the sum of the entered pro rata amounts is the total eligible cost.

The pro rata amounts should in total correspond to the total eligible costs. The calculation calculates the percentage of the pro rata amount of the eligible costs. Only this amount of the basic fee is subsequently reused.

Settlement

HOAI phases are always flat-fixed prices. The service phases are Recording of services as Service types The fee is calculated on the basis of the difference between the previous level of service and the current level of service * Fixed amount of the service phase.

To create an invoice, open the list of performance phases below the phase. For each performance phase, the respective performance level in percent can now be entered:

In order to charge the entered performance levels, select on the HOAI project Neu > Rechnung . If service balances need to be invoiced, downpayments are automatically created. The invoice can finally be sent via Drucken > HOAI Rechnung be created.

Final accounts

To create a final invoice, set the phase to complete. After that, a new invoice can be created.

Objects

To work with objects, place on the project via Neu > Objekt a new object. Select a name and enter the values for the previously known costing levels:

An object can then be added to the costing. The corresponding values are automatically applied into the Eligible Costs field when a level is selected.

HOAI performance profiles

A paragraph from the HOAI Ordinance is depicted as a HOAI performance chart. A performance chart also contains performance phase templates, which contain the performance phases (service types assigned to the phases) and their percentage in the fee rate.

The most common performance profiles from HOAI 2009, 2013 and 2021 are already maintained in Vertec. All other performance profiles can be created additionally. Select the year and click on Suchen to view all the specifications stored in Vertec:

HOAI Panels

The fee rates are saved in tables in order to be available for calculation in Vertec. The most important tables from HOAI 2009 and 2013 are already included, further tables can be entered by the user if necessary.

Add more HOAI years

  1. Put below Einstellungen > HOAI Stammdaten > HOAI Jahr a new folder for the desired year.
  2. Add on the project HOAI-PROJEKTVORLAGE add new phases and enter the name of the service profile and the year in brackets in the Code field:
  1. Now you can via Einstellungen > HOAI Stammdaten > HOAI Leistungsbilder the new paragraphs are created in the form of performance diagrams. Fill in the fields accordingly and select the previously created phase as a template:

The new HOAI year and the associated performance profiles can now be assign to the project phases.
